Marcus Healan, Senior Development Officer, Cornwall Council since 2004. Previously worked at Cornwall Rural Community Council, with experience of Parish Planning and community consultation events.
Main role at Cornwall Council includes work on Town Framework Plans and Local Planning.

My presentation will focus on the Cornwall Local Plan, looking at the Hayle and St Ives community network area and implications for St Ives. I will also touch on the relationship between the Local Plan, the St Ives Framework Plan and the emerging Neighbourhood Plan.

Marcus Healan – The St Ives Area Local Plan

Cornwall Council has designated the St Ives Neighbourhood Area following public consultation which took place between 18th July and 29th August 2013.

The St Ives Town Council is producing a Neighbourhood Plan for the St Ives area and applied to the Council to designate the parish area of St Ives as a Neighbourhood Area, in accordance with the Neighbourhood Planning Regulations 2012, which came into force on Friday 6 April 2012.

Cornwall Council consulted residents and other interested stakeholders on the application via an advertisement in the local press and through inclusion on the website of Cornwall Council.

No representations were received as a result of the advertisement of the intention to designate the Neighbourhood Area. Therefore in accordance with Regulation 7 of The Neighbourhood Planning (General) Regulations the area, as set out in the accompanying map, has been designated as a Neighbourhood Area by Cornwall Council for the purpose of creating a Neighbourhood Development Plan for St Ives.
